331,000 by early 2026. Their ridership tracks the return of foot
traffic, and the street-level economy that depends on it, more
directly than employment data.

Gate and Bay bridges peaked at 47.5M in 2019. By 2025,
volume had recovered to 43.0M (about 90% of 2019) but has
remained essentially flat since 2022, suggesting
downtown-bound vehicle trips have stabilized at a new lower
baseline.
